Lucknow: Jal Shakti Minister Swatantra Dev Singh directed the departmental officials that the silt cleaning work should be done as per the prescribed departmental standards, there should be no negligence in this.
Physical verification of the works should be done, to ensure the quality of the silt cleaning work of the canals and complete transparency in the works, the departmental committees constituted at the headquarters level and senior officials should inspect it from time to time. If any irregularity is found, action should be taken against the concerned.
Jal Shakti Minister of Uttar Pradesh Swatantra Dev Singh gave these instructions today in a review meeting held with the Chief Engineers regarding the silt cleaning of the canals in the auditorium located at the headquarters of the Irrigation and Water Resources Department at Udayganj. He directed that the silt cleaning of the canals should be done by putting a line rope with a flag in such a way that the alignment and turn of the canal is maintained. The silt deposited under the bridges should also be cleaned with special attention.
Swatantra Dev Singh directed that the silt removed from the canals should be disposed of properly. Silt should not be left in the inner part of the canal, it should be disposed of satisfactorily. To ensure proper disposal of silt removed from canals, junior engineer for minors and assistant engineer for canals will be personally responsible and they will inspect each of their minors/ canals and also provide a certificate of proper disposal of silt.
The Jalshakti Minister directed that all works should be done in a transparent manner and proper documentation of silt cleaning work should also be done. Photography should be done before the start of the work, during the work and after the work in such a way that the site is geotagged and the name of the canal and the name of the district must be mentioned in the photograph along with latitude/longitude.
The work done should be videographed using a drone and the video should be made in such a way that both the situations before and after the work are shown together. Later, even while the canal is running, photographs of the head and tail of the canal should be taken and kept, so that the final result of the work done can also be displayed. Shri Swatantra Dev Singh directed that a list of canals should be prepared for silt cleaning/scraping of canals, which should contain the name of the district, development block and assembly, in which the length of silt cleaning/scraping to be done in the internal section of the canal should be given.
A board will be installed at the head of the canal or at a suitable place (where there is movement of people), on which the name of the section, name of the canal, wrench of silt cleaning, amount, name of the assistant engineer, junior engineer and contractor and mobile number should be mentioned.
Principal Secretary Irrigation and Water Resources Department Anil Garg, Chief Engineer and Head of Department Akhilesh Sachan, Chief Engineer Design and Planning Sandeep Kumar along with Chief Engineers and other officers of various organizations were present in the review meeting.
